Features added:

The expire date has been extended to November 15.
Appointments can now be entered by typing them directly into a schedule.  To-do items can also be added by typing them on a blank line in a to-do list.  New tasks can be created in the same way in the Tasks window.
Creating roles, goals, and tasks is no longer required.  If you wish to use Chronographer only for scheduling appointments, you can forget about the Roles & Goals hierarchy entirely.  Of course, if you do this, you won't have the advantage of time summaries.  All appointments created in this way are not counted in the time summaries.
If you wish at a later point to attach a directly-entered appointment to your Roles & Goals hierarchy, you may do so by selecting the goal you wish to attach it to and then dragging the appointment into either the Roles & Goals window or the Tasks window.  It will be added as a task under that goal.  All other directly-entered appointments with the same title will be added to that task as well.  Once an appointment has been added to the hierarchy, it is counted in the time summaries.
I suspect most people will use a mix of appointment types, creating mundane ones by typing them into the schedule but using the hierarchy for ongoing projects and other important aspects of life.  Use whatever works best for you.
Schedule items are now editable in place.  Previously the inspector panel had to be used, but now the titles of appointments, to-do items, and tasks can all be edited simply by selecting the item and then single-clicking it.  After about a second the text will become editable.  (The delay is needed to distinguish between single- and double-clicks.)
If you prefer to have double-clicks begin editing, you can enable this through a preference.  Note that if double-clicking is used to edit the item, it will still also select the item in the Roles & Goals hierarchy as before.  Whether or not it automatically opens any windows is determined by a preference.
Like the titles of items, their priorities can also now be edited in place.  Just click on the priority and start editing.  Previously a trip to the Inspector panel was needed to edit the priority.
A box has been added to the left of each priority.  It is for the checkmarks which indicate the completion status of to-do items and tasks.  It can be checked or unchecked by clicking on it.  As a result of this change, all to-do items will now have this box next to them, instead of having a checkmark only when they are completed.  Like the title and priority editing, a trip to the Inspector panel was previously necessary to change the completion status.
A new preference category has been added called Appointments.  Several items formerly in the Schedules category have been moved to the new category, and several new preferences have been added.
Preferences have been added for specifying what action should be taken when an appointment or to-do item is double-clicked. They can be set to open the Roles & Goals and Tasks windows, open the Inspector panel, edit the item, any combination of the above, or do nothing.
A preference has been added for choosing the color used for new roles and for appointments typed directly into schedules.
A preference has been added for choosing the character used to separate hours from minutes when times are displayed.  It can be set to either a colon or a period.
Chronographer now has an official web page.  It can be found at http://biz.ipa.net/chronographer/.  A Web Site... command has been added to the Info menu for conveniently accessing the page.  Choosing the command launches your web browser and tells it to display the web page.  The service used to launch the browser can be selected in preferences.  The default browser is OmniWeb.
A "Quick Start" chapter has been added to the help file for those people who wish to jump right into the program and start scheduling appointments.
Resizing appointments has been optimized.  It should be a little bit faster and more responsive.
A pop-up list has been added to the attributes inspector for specifying the period for the budget value entered.  See the description below of the budget summary bug for more information.

Bugs fixed:

Budget summaries did not always reflect the summary period. They always reported the budget for the week, instead of the day, month, or year.  Now they are adjusted according to the current summary period, so, for example, if a budget is set for 40 hours a week, and you change the summary period to one year, the budget will then be displayed as 2080 hours.
The time period for a budget can now be specified using a pop-up list next to the budget text field in the attributes inspector. Note however that the period initially displayed is always the current summary period.  If you change it to a different value, that new value will be used, but, the next time you inspect the item, the current summary period will be used with the hours adjusted accordingly.
Deleting a daily repeating appointment in the week schedule view crashed Chronographer.
If one or more tasks were deleted and then Chronographer crashed before the changes could be saved, Chronographer would enter an infinite loop the next time it started.
Attempts to alt-drag an item from a to-do list into the same list (to produce a copy) were not permitted.  Now they are.  Also, alt-drag copies of tasks are now permitted as well.
